The Close Quarters Battle Receiver (CQBR) is a replacement upper receiver for the M4A1 Carbine. The CQBR upgrades the M4 with a barrel 10.3 in (260 mm) long, the modern equivalent of the Colt Commando short-barrel M16 variants of the past.

Its preliminary National Stock Number was 1005-LL-L99-5996; however, a complete CQBR-equipped carbine now has the NSN 1005-01-527-2288. The overall length of the upper receiver is 19.25 inches (489 mm). With the stock retracted, the overall length of the weapon is 26.25 inches (666 mm). The CQBR entered service in 2000.

Background-
The M4 and M16 are not ideally suited for all missions, so it was proposed that the modularity of the M16 series would allow a user to replace the upper receiver of an existing weapon with one more suitable to the task. One of two proposed special mission receivers that were planned for inclusion into the
SOPMOD Block II kit, the CQBR has taken off on its own. Like the proposed Special Purpose Receiver, the Close Quarters Battle Receiver has been more or less taken on by the Naval Surface Warfare Center, Crane Division (often referred to as NSWC-Crane or just "Crane") as its own project following the CQBR's removal from the SOPMOD program. Just as the Special Purpose Receiver morphed into the Special Purpose Rifle, and was type-classified as Mk 12 Mod 0/1, the complete CQBR-equipped carbine has been type-classified as the Mk 18 Mod. 0.

The purpose of the CQBR remains to provide operators with a weapon of submachine gun size, but firing a rifle cartridge, for scenarios such as VIP protection, urban warfare, and other close quarters battle (CQB) situations. The CQBR is designed to provide improvement over previous AR-15/M16-type weapons in this category. The CQBR is usually issued as a complete weapon system, and not just an upper receiver. The CQBR was once only available to Naval Special Warfare units, but the Mk 18 Mod 0 has become general issue for Visit, Board, Search, and Seizure (VBSS) missions. NCIS agents deploying to active combat zones are also issued the Mk 18 as of summer 2006.

The short 10.3 in (262 mm) barrel length requires special modifications to reliably function. The gas port is opened from 0.062 to 0.070 in (0.16 to 0.18 mm). A one-piece McFarland gas ring replaces the three-piece gas ring set. The standard 4-coil extractor spring is replaced with a commercial off-the-shelf (COTS) 5-coil spring. An O-ring surrounds the extractor spring.

Specifications-
‧Upper and lower receivers: The lower receiver is a standard M4A1 lower receiver with no modifications. Internally, the CQBR also takes advantage of a larger gas port and modified bolt carrier and buffer assembly. The gas port has been opened to 0.070 in (0.18 mm). A number of Lewis Machine & Tool 10.5" (266.7 mm) upper receivers have also been reported to have been purchased for the CQBR program. These upper receivers feature a gas system optimized for short barrel use.

‧Sights: Initially, detachable carrying handles cut down so that only the rear sight assembly was used. However, most of these have been replaced with the similar, commercially-made Lewis Machine & Tool adjustable rear sight. Also used are several types of reflex and magnified optics, most commonly seen is the Aimpoint CompM2 in a Wilcox Industries Corp. Picatinny mount.

‧Stock: A variety of M4 retractable buttstocks are used on a standard 4-position receiver extension. Most often seen is the SOPMOD stock, often referred to as the "Crane stock", created by Dave Armstrong of NSWC-Crane. The angled stock offers better cheekweld as well as providing two storage compartments for spare batteries. The stock must be removed from the weapon to access the storage compartments. The initial run of stocks was made by NSWC-Crane from glass fiber polymer. Because of this, they were somewhat fragile and did not always properly lock into the receiver extension. A rubber band was used to secure the latch so it would not slide out of the desired position. The current SOPMOD stocks are made by Lewis Machine & Tools and have none of the problems.

‧Barrel: The CQBR uses a standard 1:7 in (178 mm) twist M4 barrel that has been reduced in length to 10.3 in (262 mm). The diameter of the barrel under the handguards is 1.17 in (29.7 mm). The KAC M4-QD flash suppressor is fitted, allowing use of the KAC QDSS-NT4 suppressor (National Stock Number 1005-01-437-0324). Although it has a bayonet lug, the CQBR is not meant to be fitted with one.

‧Handguards: The standard handguard for the CQBR is the Knight's Armament Company Rail Interface System (M4 Carbine RIS; National Stock Number 1005-01-416-1089), which is designed for a variety of barrel profiles and allows for the use of any MIL-STD-1913 tactical accessories such as the AN/PEQ-2 infrared pointer, SureFire flashlights or a vertical forward grip.

‧Ammunition: The CQBR is designed to use standard 5.56x45mm NATO 62-grain M855 FMJ and M856 Tracer ammunition. However, due to the short barrel, the heavier
77-grain Mk 262 cartridge is preferred. There are no plans to rechamber the weapon in any additional calibers.

The MK18 is NSW's "CQBR".
LMT has been the sole provider of the 10.5" CQBR upper . Lowers are Colt M4A1's. SEALs deploy with a standard 14.5" Colt M4 and a "CQBR" upper w/ a KAC RIS. Most of them will have the LMT BUIS, LMT/Crane Stock, Aimpoint M2's on PRI/Willcox mount or a ACOG w/ a J-Point and everything else that is offered in the SOPMOD package.
But very first CQBRs were made from chopped Colt M4 barrels (also an enlarged gas port).
Yes, until the LMT- 10.5's were a nightmare. People were putting fatboy gastubes, pigtails, modifying them and still praying. Well the LMT 10.5 is a Crane contract upper in use with the SEAL teams. I'm sure its in hands of other specops guys, but I can only say first hand SEALs use it.

Actually, Navy EOD dos not have MK18’s. they have M727 and M4A1 carbines that the upper receivers have been replaced with CQBR’s at the unit level. The east and west coasts configurations differ slightly.
Both coasts have the M93B in CT , A.R.M.S. #40 Rear sight and the M6X light / laser.
Vltor CAS-V, KAC and A.R.M.S #50C rails are West. KAC rail is East.

The West coast phase replacement light for the M6X now that the ATPIAL is available with a more powerful visible laser is still in testing phase.

The choice between using the 10.5" or 14.5" (M4A1) is up to the user (they are issued both). The 10.5" seems to be a lot more popular choice. With the 10.5" + suppressor, you get the advantages of using the can, in a package that's about the same size of the M4. Contrary to what the "ballistic/fragmentation" commandos say on ARFCOM, they can effectively engage targets at 300 + meters with them. Issued ammo is M855 and Mk262. You will see a variety of issued optics on the Mk18's (again, up to the user), Aimpoints, ACOGs, ACOG/J-Point combos and NightForce 1-4's. Fleet rifles(VBSS) are typically kept in tight control on weapon modifications. Spec Ops units can have (Milspec) optics/accesoories approved by the unit commander.

At the moment... Here's a clue, there are two approved vendors for SOCOM CQBR upper recievers Colt 10.3 & LMT 10.5. These are the only two makers that utilize the proper; dimension & material standards. There are lots of 10" uppers, most from Crane, the newest ones have the LMT logo on the receiver. Probably the next batch will be from Colt... I have never had problems with the LMT shorty uppers(or gen II 416's for that matter) you just need to replace your: Bolt, extractor/spring/insert/oring, & recoil spring at shorter intervals. And, use the right buffer H, H2, H3, according to ammo/can combos used.

In the 1990's SOCOM establishes the SOPMOD program. This program is implemented by NSWC. Fruits of this program include the SOPMOD buttstock and the CQBR.
NSWC develops an enhanced SOPMOD buttstock based on the ACR buttstock. Unlike the ACR buttstock it is compatible with the standard M4 receiver extension and has storage available for batteries.
NSWC develops a CQBR. This consists of taking a M4A1, chopping the barrel back to 10.3", opening the gas port to .070", adding a BUIS, a KAC M4A1 QD Compensator and RIS. This is available starting in 2000 through the SOPMOD program and assigned the temporary NSN: 1005-LL-L99-5996. Those built during the 2000-2002 time frame had the CAF forge code, handguard caps have M203 clearance cuts, and the FSB's are marked "F". Also available was the SOPMOD buttstock. For a BUIS the standard SOPMOD 300M KAC or Chopped M4/A1 carry handle is used. These are used by various units, the most visible being SEAL teams.
It appears that the CQBR was dropped from the SOPMOD program, while US Navy demand exceeds NSWC production capacity. In response the project is largely farmed out in 2004, and the MK18 MOD 0 is born. The MK18's biggest users appear to be US Navy VBSS teams, and US Navy EOD.
After a small in house run (500?) LMT is provided the TDP and a license agreement for Mr. Armstrong's SOPMOD buttstock and production begins in 2004. It is a favorable agreement for LMT in that they are allowed to sell the buttstock on the open market. NSWC buttstock production ceases, and LMT buttstocks are now used.
NSWC supplies Colt with the RIS, vertical grip, QD comp, O-ring, and LMT buttstocks & rear sights. Colt installs this hardware on the Carbine (QD with crush washer). Carbines are to meet the same specs as the M4A1 Carbine (less the endurance test) MIL-C-71186. These carbines are offered by NSWC as NSN 1005-01-527-2288. In addition to complete carbines supplied by Colt NSWC builds complete MK18's using the above mentioned Colt uppers on refurb older lowers with the LMT buttstock that are engraved MK18.

It is important to note that all SEALs are allowed to purchase extra gear or modify gear anyway they want or get any color or pattern they want. With that in mind all SEALs are issued the following:
-Eagle MLCS Set (RRV, CIRAS , Deployment bag, AK pouches, Pistol pouches, M4 pouches)
-Allies Industries MBSS with pouches (Cem-light pouch, M4 pouches, Spine plate carrier, ECT.)
So these can all be used and mixed and matched to make a more authentic kit.

I also want it noted that only a small percentage of SEALs are photographed. If a SEAL is seen wearing a rig of a certin brand there is a good chance that another SEAL will be wearing another rig of the same brand. That is why I say go by manufacturer not by exact type of vest. As a side note some have rigs custom made.
